Exhibit 4.2—Expected capacity pressures are being addressed in the short-term

This line graph shows the actual number of cells from 2009–10 to 2012–13 and the expected number of cells from 2013–14 to 2019–20. It also shows the actual and expected number of offenders over the same period.

In 2009–10, there were 14,912 cells and 14,081 offenders, with both growing steadily to 2012–13 to 15,223 cells and 15,150 offenders. The number of cells in 2013–14 is expected to increase to 16,717 and then level off until 2018–19, but the population of offenders is expected to grow slowly but steadily, to about 15,486 in 2013–14 and 16,521 in 2018–19. By 2019–20, the number of cells is expected to decrease to about 16,524, and the number of offenders to continue rising to about 16,727.
