Only three percent of the Canadian adult population are Indigenous people, but 26 percent of all offenders in federal institutions are Indigenous. First of all, the thing that we identified was that Correctional Service Canada doesn't provide correctional programs to Indigenous offenders in a timely manner. And the result is that Indigenous offenders aren’t prepared for parole, so fewer Indigenous offenders get parole than non-Indigenous offenders. The other thing that it means is that 50 percent of Indigenous offenders who are released are actually released directly from either maximum or medium security institutions. So they don’t have the same gradual and structured transition back into society.
